AT&T has owed me $500 for over a year.

I am an international student so when I signed up with AT&T for an account, I had to pay a $500 deposit as I didn't have a Social Security Number.
The $500 deposit was supposed to be returned to me after a year, thus in August 2009, I was supposed to get a $500 cheque.
Till this very day, AT&T has not given me my money. They kept sending it to the wrong address, or claiming that they have already returned it, or claimed that they credited to my account.
What bullshit.
